Our Mission 
To create vibrant, stable, communities, in areas of opportunity, via bold and strategic initiatives and to provide families and individuals with housing options driven by compassion and respect throughout Jefferson County.

The Jefferson County Housing Authority now Foothills Regional Housing is a public body corporate and politic, organized and existing under the laws of the State of Colorado.  It is operated by an Executive Director who answers to a five member Board of Commissioners.  The Housing Authority Commissioners are appointed to five-year terms by the Jefferson County Commissioners.  Questions regarding this arrangement can be answered by Lori Rosendahl, Executive Director, by emailing Mary Barner at mbarner@foothillsrh.org

Our History
In October 1975, the Jefferson County Housing Authority (JCHA) was created thanks to a collective effort between the County Commissioners and a housing Task Force whose focus was on the housing needs of low- and moderate-income households.
 
For over a year, the Authority existed in name only due to not having any land, properties, or programs. During this period, staff worked on special assignments for the County, which included Community Development Block Grant Applications, administration of approved CDBG projects, 911 Plan, Space Utilization studies, Monumentation program, weatherization, and the initial Jail Study.
 
Then in the Summer of 1977, JCHA received its first budget authority along with starting the housing rehabilitation program with a $50,000 grant from the Colorado Department of Housing that was matched by the County. In 1979 JCHA acquired its first units, which were 23 dispersed single-family homes, and we began work on Green Ridge Meadows senior apartments in Evergreen.
 
Growth has not stopped for this midsize agency. As of 2020, JCHA owns and manages 22 apartment communities, administers a $15mil budget authority for the Housing Choice Voucher Program (HCV), and has several communities in the development pipeline.

In June 2020, JCHA has changed its name to Foothills Regional Housing! We are excited to continue to serve our clients and partners as FRH. While our name is new our commitment will always remain the same.
