At this time, FRH is not expecting any changes to its operations. We have been notified that the Housing Choice Voucher program is funded through November and December. HAP payments are expected to go out as usual.

Please give us a call if you have any other questions.]]><![CDATA[FRH is monitoring the government shutdown that began at 12:01 AM on October 1, 2025.]]>Wed, 01 Oct 2025 14:24:01 GMThttps://www.foothillsrh.org/blog/frh-is-monitoring-the-government-shutdown-that-began-at-1201-am-on-october-1-2025Congress has failed to pass a funding agreement or continuing resolution resulting in a full government shutdown as of 12:01 AM on October 1, 2025. 

Foothills Regional Housing is not a federal agency and our staff are not federal employees. This means we will not have to cease or scale back operations during a government shutdown, at least in the short-term. 

We have been notified by HUD that we are fully funded through the end of 2025. October, November, and December's HAP payments will go out as scheduled. FRH made the change at the beginning of 2025 to no longer pre-issue HAP payments. This means that FRH processes payments as soon as funding is in our account, with payments typically going out on the first business day of the month.

​It is our hope that congress will find an agreement soon. No matter what, FRH is diligently monitoring the situation and will continue to keep you updated.]]><![CDATA[FRH is monitoring the potential government shutdown]]>Tue, 30 Sep 2025 16:56:33 GMThttps://www.foothillsrh.org/blog/frh-is-monitoring-the-potential-government-shutdownFoothills Regional Housing is monitoring progress on the FY 2026 federal budget and preparing for the possibility of a government shutdown. The government is currently operating on a continuing resolution for FY 2025, which is set to expire on September 30, 2025.

Two continuing resolution proposals to keep the government open failed to reach the 60 votes needed to pass. Congress is currently in recess, and the House is scheduled to remain in recess past the September 30 deadline to fund the government.
 
Despite this uncertainty, Foothills Regional Housing is not a federal agency and our staff are not federal employees. This means we will not have to cease or scale back operations during a government shutdown, at least in the short term.
While not a federal agency, FRH does receive federal funding from HUD for some programs – most notably, the Housing Choice Voucher Program. We know there is a chance the shutdown lasts for an extended period of time with the longest one lasting 35 days in 2019. Current appropriations are adequate to maintain full operations through and beyond another shutdown of this length.
 
In any scenario, FRH maintains close contact with our partners at HUD and is committed to finding solutions that cause the least disruption possible to our residents, clients, and landlords. Again, at this time there will be no immediate impact to FRH operations and HAP payments will go out as usual.
 
We will continue to monitor the situation and provide updates should anything change.
]]><![CDATA[An Update on Landlord Incentives]]>Wed, 27 Aug 2025 06:00:00 GMThttps://www.foothillsrh.org/blog/an-update-on-landlord-incentivesIn 2024, FRH announced various monetary incentives for our landlords. We were able to offer these because of our MTW status which allows us to use all of our HCV funding flexibly, rather than being required to hold two "buckets" of funding (administration and HAP) like other PHAs.

​Unfortunately, in 2025 there has been uncertainty surrounding federal funding for many programs, including the HCV program. We are still awaiting a final budget from HUD for the HCV program. Due to this uncertainty, FRH has made the difficult decision to halt landlord incentives.
This allows us to ensure we can continue to help as many households as possible while retaining adequate staffing levels to manage the program. 

FRH continues to closely monitor any changes at the federal level, both to funding and to program processes. You can check back here for updates and we will notify you via email of any urgent news. It is our hope that we will be able to resume incentives soon.
