About Us

A Little Bit of History...

Foothills Regional Housing (formerly Jefferson County Housing Authority) is a public body corporate and politic, organized and existing under the laws of the State of Colorado. 

FRH was created in October 1975 thanks to a collective effort between the Jefferson County Commissioners and a housing task force focused on the housing needs of low- and moderate-income households. 

FRH existed only in name until the summer of 1977 when it received its first budget authority and launched the housing rehabilitation program with funding from Colorado's Division of Housing and Jefferson County. FRH acquired its first affordable housing units in 1979 and began work on developing more.

FRH is operated by an Executive Director who answers to a five member Board of Commissioners serving five-year terms and appointed by the Jefferson County Commissioners.

So... What Does FRH Actually Do?

Foothills Regional Housing owns and manages 25 affordable housing communities and has several new communities in the development pipeline. For more information or to apply for an apartment, please visit our Live With Us page.

FRH administers a $29 million budget authority comprised of roughly 1,800 Housing Choice Vouchers for the Housing Choice Voucher program (formerly known as Section 8). FRH also administers over 400 vouchers for foster youth, veterans, domestic violence survivors, and non-elderly disabled individuals. For homeowners, FRH runs the Emergency Home Repair Program, providing grants or loans to families facing costly home repairs to help preserve their access to housing they can afford. To learn more, please visit the Emergency Home Repair Program page.

In 2022, FRH was selected to to participate in HUD's MTW Demonstration. Being an MTW agency gives FRH the flexibility to create specialized, impactful policies and procedures to improve the administration and options of the HCV program and our partnerships with landlords.
