An Update on Landlord Incentives

In 2024, FRH announced various monetary incentives for our landlords. We were able to offer these because of our MTW status which allows us to use all of our HCV funding flexibly, rather than being required to hold two "buckets" of funding (administration and HAP) like other PHAs.

​Unfortunately, in 2025 there has been uncertainty surrounding federal funding for many programs, including the HCV program. We are still awaiting a final budget from HUD for the HCV program for FY 2025. Due to this uncertainty, FRH has made the difficult decision to halt landlord incentives.

This allows us to ensure we can continue to help as many households as possible while retaining adequate staffing levels to manage the program. 

FRH continues to closely monitor any changes at the federal level, both to funding and to program processes. You can check back here for updates and we will notify you via email of any urgent news. It is our hope that we will be able to resume incentives soon.
