Foothills Regional Housing is monitoring progress on the FY 2026 federal budget and preparing for the possibility of a government shutdown. The government is currently operating on a continuing resolution for FY 2025, which is set to expire on September 30, 2025. Two continuing resolution proposals to keep the government open failed to reach the 60 votes needed to pass. Congress is currently in recess, and the House is scheduled to remain in recess past the September 30 deadline to fund the government. Despite this uncertainty, Foothills Regional Housing is not a federal agency and our staff are not federal employees. This means we will not have to cease or scale back operations during a government shutdown, at least in the short term. While not a federal agency, FRH does receive federal funding from HUD for some programs – most notably, the Housing Choice Voucher Program. We know there is a chance the shutdown lasts for an extended period of time with the longest one lasting 35 days in 2019. Current appropriations are adequate to maintain full operations through and beyond another shutdown of this length.
In any scenario, FRH maintains close contact with our partners at HUD and is committed to finding solutions that cause the least disruption possible to our residents, clients, and landlords. Again, at this time there will be no immediate impact to FRH operations and HAP payments will go out as usual. We will continue to monitor the situation and provide updates should anything change.
