Housing Choice Voucher (HCV) (Section 8)

What is a Housing Choice Voucher (HCV)?
The HCV Program, formerly known as Section 8, provides monthly rental assistance to eligible individuals and families who rent units in the private rental housing market. 

How Does it Work?
The HCV program is an income restricted program. Low-income households (generally considered those earning below 50% AMI) selected for participation will find, apply, and be approved for a rental unit in the private housing market. The unit must meet FRH's Payment Standards (based on HUD set Fair Market Rent limits) which are determined each year based on the size of the unit and the community's market conditions. 

Foothills Regional Housing then issues a Housing Choice Voucher to the household based on their family size and income level. The tenant generally pays 30% of household income as rent with FRH paying the difference directly to the household's landlord.

How do I get a Housing Choice Voucher?
Due to a higher demand than available resources, FRH uses a waiting list and a lottery system to assign new vouchers. Eligible households will need to submit their information to be added to the waiting list. From this point, households will be chosen by random lottery and notified to apply by mail when a voucher becomes available. ​​When FRH decides to re-open the wait list, the previous applications will be purged and a new round of applications will be accepted. This information will be advertised in advance via newspaper, social media, and our website. Unfortunately, we do not have an expected date to reopen the wait list. Please check back for updates.

Current Lottery and How it Works: 
Foothills Regional Housing (FRH) will hold a computer generated random drawing when vouchers are available. If your lottery number is selected, FRH will notify you by mail with instructions to start the next part of the process. If you applied during the 2022 wait list opening, your application is still valid.

Changes in Household:
If you have changes to your mailing address, household composition, or income you must call or visit FRH to request a Waiting List Change Form in order to maintain your waiting list status.
