Join the HCV Program

Renting to HCV tenants is easier than you think!
Yes, there are a few additional steps to renting to HCV households, but there are also lots of benefits! Please look through this site and reach out with any additional questions via the contact us form below. Thank you for your interest in providing affordable housing to our neighbors!


​What happens during the leasing process?
  1. Prospective tenants apply with the landlord and are screened the same as any other applicant.
  2. Once approved by the landlord, FRH will issue a Request for Tenancy Approval to be completed by the landlord and the household. The landlord will also need to provide FRH with a copy of the lease and a completed W-9.
  3. FRH determines whether the rent is reasonable and within FRH's payment standards. 
  4. If so, a unit inspection is scheduled and completed.
  5. Once the inspection is passed, FRH and the landlord sign a Housing Assistance Payment (HAP) Contract which lays out rent portions and landlord responsibilities. The tenant and the landlord sign the lease agreement.
  6. That's it - Welcome your new tenants home!

Simple enough... but what are the benefits of renting to HCV tenants?
There are lots of benefits to participating this program! Despite the many myths about the program and the people who participate in it, renting to an HCV participant is just like renting to any other tenant, except you receive rent from FRH and the tenant. Click here to learn more!

Frequently Asked Questions

How long does the leasing process take?
how detailed is the inspection and what happens if i don't pass?
The housing inspections are to ensure the safety of the unit for the tenants. As long as your unit is upkept and sanitary it will likely pass. View the items that will be checked by clicking here.

If your unit receives a life-safety fail you must fix the issue before FRH signs the HAP contract. Any other fails must be fixed within 30 days. These inspections are a great resource in catching problems before they become more serious and more expensive! After the initial inspection, the unit must pass one every 3 years.
What do i do if i have issues with my tenant?
​Your tenant is required to follow all of the requirements laid out in your lease agreement. We encourage you to reach out to their housing specialist to discuss the situation. Often, the housing specialist can work internally to help direct them to resources such as rental assistance, mental health support, or other resources. However, if you feel the issues are unresolvable you do have the right to initiate a mutual lease recission or an eviction.
When do i get my payment from FRH? From the tenant?
The tenant is required to pay rent in accordance with the terms in your lease. For example, if rent is due on the first then the tenant must pay rent on the first, and if the lease states a late fee for payments not made by the fifth day of the month, you can charge the tenant this late fee.

FRH issues payments the same day we receive our disbursement from HUD which is the first business day of the month. With direct deposit, you will receive your Housing Assistance Payment (HAP) the same or next day. With physical checks, it depends on mailing time, but typically you will receive it within 3-5 business days. Please note - you can NOT charge the tenant a late fee if FRH's portion is received past the late fee deadline and the tenant has paid their portion in full.
How do i advertise my vacant units?
You can advertise your units wherever you normally advertise them! Including "Vouchers accepted" can increase the likelihood of HCV participants reaching out. To specifically advertise to HCV participants, you can post on affordablehousing.com with a free account. Finally, you can notify FRH of any vacancies and we will add your unit to a list provided to HCV participants searching for a new home. You can fill out the available unit form here.

FRH will also be implementing landlord incentives that include damage reimbursements and vacancy loss payments. However, they are on hold right now due to uncertainty at the federal level.
