Solicitation and Bidding Process

In order to receive notifications of open bids and opportunities, please register with the Rocky Mountain E-Purchasing System on Bidnet. By selecting group notification, your company will receive emails once Foothills Regional Housing has a solicitation that matches your company's services. The site also handles solicitations, RFPs, and RFQs for other agencies throughout Colorado.

Please note that when providing proposals to FRH in any format, FRH is subject to the Colorado Open Records Act (CORA) and any information provided by your company may be provided to the public. Please let FRH know if proprietary information is included in your submittals.

We are seeking Professional Contractors in the following areas:

Cleaning/Janitorial Service: Apartment cleaning, move-out/move-in professionals that are resourced for planned and emergency requests to produce market ready units.  There may be routine  or occasional office and common area cleaning needs as well.

Electrical: General electrical repairs and lighting replacement.

HVAC: Rooftop RTU’s, boiler systems and more.  Repair and/or replacement, potential outside of these items.

Plumbing: Drain and main clean outs, general plumbing needs, must include after hours call out availability as needed.

General Contractors (GC): Licensed General Contractors for opportunities with the Emergency Home Repair Program.  Please see requirements below for SAM Registration as a requirement for federally funded programs.

We are excited to announce the launch of our landlord and vendor portal! In the portal you can access your ledger and update your bank and contact information - among other features to make your lives easier.

Contractor Requirements to Become an Approved Service Provider
  • Contractor/Subcontractor Application – All applicants
  • SAM Registration – Emergency Home Repair Program (EHRP) applicants only
    • Registration found here https://www.sam.gov/SAM/. Please note that while SAM registration is not required for all contracted work with FRH, it may offer more opportunities for project awards by extending eligibility to EHRP projects.
  • Insurance Certificate(s) with FRH as Certificate Holder – All applicants
    • Insurance Requirement Minimum Summary (more complete information on Service Agreement):
      • General Liability $1,000,000/occurrence & $2,000,000 Aggregate
      • Worker’s Compensation - when contractor has employees
      • Auto Policy - when driving vehicles on serviced property
  • W-9 - All applicants
  • FRH Services Agreement – All applicants
    • Agreement will be provided by FRH to applying company
  • Services to be Performed – Exhibit A - Requests a listing of services that your company provides. You can attach a brief of your services on your company letterhead.
  • Fee Schedule – Exhibit B - Please offer a best description of how you determine your pricing, when you would deviate from a standard price, and what we should expect for invoicing. Please provide a copy of your standard invoice format for our file.
